The minutes deal so adequately with the position

that I have nothing to add, beyond the expression of

a doubt whether the existing state of uncertainty is

suitable for the raising of a further loan. Lenders

would be nervous of the possibility of Japan dominating

South China, with incalculable effects on the trade

of Hong kong. But the matter should be kept in view.
